HomeSafe is no longer running military household goods moves. The Defense Department ended its Global Household Goods Contract in June 2025 after a rocky rollout, and moves went back to the legacy system run through your local transportation office. If you are PCSing to Robins AFB, call the TMO as soon as you have orders, even if you are six weeks out. I was in the transportation office when HomeSafe took over and I watched it fall apart from the inside. I specialize in Robins AFB military relocation, so here is what happened, what changed, and what to expect on your household goods move now.

Watch: Military PCS Gone Wrong—A Middle Georgia Family's Nightmare

What Happened With the HomeSafe Household Goods Contract?

A military family PCSed to Middle Georgia and bought a house in Kathleen, about 15 minutes from Robins AFB. They closed on the house and moved in. Then they tried to get their household goods delivered. They called HomeSafe every day to find out where their delivery was. No answers and no callbacks. What they did not know was that their delivery was already in town, sitting in a parking lot at one of the moving companies. The government ended up paying for their move twice, because the shipment got delivered back to origin when nobody knew where the family was.

That was not a one-off. I was in the transportation office when the Global Household Goods Contract launched and HomeSafe took over coordinating the military's moves, and I watched it fall apart from the inside. The idea was a worldwide virtual platform to coordinate household goods, unaccompanied baggage, non-temporary storage, and domestic moves in one central system, so everybody could record what was going on and be more accountable. The contract was awarded in 2021 and was worth up to $17.9 billion over nine years, and TRANSCOM began phasing HomeSafe in during April 2024, according to Military Times.

The problem was that once the single coordinating effort launched, it was ill-equipped for the sheer number of moves the military does. We should have been able to handle it. When it came online at our office it was the slow season. We were fully inducted to the system in October 2024, after the major PCS rush and before the Christmas push, when the fewest shipments were moving, and it still fell apart almost from the start. By early 2025, about 1,000 families, roughly 20% of the 5,195 orders sent to HomeSafe so far, had reported missed pickups, late deliveries, or communication problems, and some moving companies were turning work down because the new contract paid about 20% less than the legacy system, as Military Times reported in February 2025.

What I Saw From Inside the Transportation Office

Members were not getting callbacks from HomeSafe or the move coordinators. They reached out, it fell on deaf ears, they asked for a callback, and nobody called. There was no communication at all. At one point, moving companies in our area told us they had a truck full of household goods sitting in their parking lot and did not know whose it was. Other companies had deliveries to make while the member was here waiting, but there was no paperwork showing the company was getting paid to do the job. If they are not getting paid, they cannot do the job.

I also heard story after story from around the world of shipments that were lost, deliveries that never happened, and crews that did not show up to pack out members heading to their next duty station. Around that time, members were posting on Facebook that PPM moves, also called DITY moves, were paying far less than they did in DPS. People tried to put PPMs into DPS to get paid more, but MilMove was the required platform at the time. When the contract ended, Military Times noted that members who move themselves could be reimbursed 100% of the government rate under the legacy system. I break down how a PPM or DITY move works in another post.

How Military Moves Worked and What Happened to the Contract

Under the new system, when you put in your household goods request, it came to the local TMO office to be processed. Once it was processed, you got a short briefing, and then we passed you off to a move coordinator in the HomeSafe system, and it rolled on from there. That handoff is where it broke down. Overseas moves, like Kunsan, Osan, or Ramstein, were still going through DPS while HomeSafe handled the domestic part.

TRANSCOM terminated HomeSafe's role in the contract in June 2025, and KBR, HomeSafe's parent company, said it was notified on June 18. All moves reverted to the legacy system, and HomeSafe agreed to finish the moves already in progress, per Military Times. We went back to the old system.

Today

In my experience, your household goods request goes through your local transportation office and MilMove (domestic moves) or DPS (overseas moves), then out to vetted moving companies.

Sources: Military Times, June 2025 and Military Times, February 2025. Dates and numbers come from those reports, so confirm anything time-sensitive with your transportation office.

How Does a PCS Household Goods Move to Robins AFB Work Now?

Before the contract, you went into DPS and requested everything there: household goods, non-temporary storage, DITY moves, PPMs. Since the contract ended, in my experience, domestic moves are set up in MilMove and overseas moves in DPS. Whether it goes into MilMove or DPS, it stays in house and gets routed back to TRANSCOM like it used to, and it gets sent out for bids to vetted moving companies that know the contract, know the tender of service, and know how to pack out a military move. If you want the step-by-step, I walk through how MilMove works from setup to delivery. You can also start from Military OneSource's personal property page.

Are they still backed up? Not really. There are still a few people filing claims for deliveries that never got made or deliveries that got damaged, but all in all it is back to normal. If something does arrive damaged, here is how to get full value on a household goods damage claim.

Will Fewer PCS Moves Make It Easier?

Probably. A May 2025 Defense Department memo cuts discretionary PCS budgets in half by 2030, and my numbers phase it in at 10% in 2027, 30% in 2028, 40% in 2029, and 50% in 2030, as I explain in how the Pentagon's PCS cuts will shrink the VA buyer pool. Fewer moves will hurt the moving companies, but they should also cut traffic from base to base, so the moves that remain should be more manageable and easier to keep up with.

What Should I Do When I Get Orders to Robins AFB?

Contact the TMO office as soon as you get your orders. They might tell you they can start about 2 to 3 weeks out, but if you have your orders 6 weeks out, call anyway. The one exception is when they are in a transition period renegotiating the shipping rates. Otherwise, call, tell them when you plan to leave and what your report date is, and they can help you get the move set up as soon as possible.

If you set your move up early, you have plenty of time to coordinate the moving company picking up your pack-out crew, the transition with the driver coming out to Robins AFB, and the receiving moving company that will probably deliver it. If you are not ready to take delivery when it gets here, it goes into temporary storage with a moving company locally. Then you contact the moving company that is over the entire project, and they tell the local company to deliver your things to your family.
