How Many Fewer VA Buyers Will Middle Georgia See as the Pentagon Cuts PCS Moves? I Ran the Numbers

The Pentagon has ordered the military services to cut what they spend on PCS moves in half by 2030, and in Middle Georgia that could mean about 567 fewer VA buyers a year by then. Around 53% of the home loans originated for sales here in 2024 and 2025 were VA loans, so a little over one out of every two buyers is a VA buyer. The cuts phase in gradually, so if you're thinking about selling your house in Warner Robins, this is a closing window, not a cliff. I'm Chris Tillman, a Warner Robins real estate agent and investor who spent 8 years in the transportation office at Robins AFB, and here's what I found when I ran the numbers for sellers, military buyers, and rental investors.

What the Pentagon Actually Ordered

Here's what is behind the headlines. In May 2025 the Under Secretary of Defense for Personnel and Readiness ordered the services to cut the amount of money they spend on PCS moves in half by 2030, according to MOAA's report on the order. It phases in, starting with a 10% cut in 2027. When I ran my numbers, I assumed the number of moves falls right along with that budget: about 10% in 2027, 30% in 2028, 40% in 2029, and the full 50% around 2030. I also touched on this in my post asking are home prices dropping in Warner Robins.

Why VA Buyers Matter So Much in Middle Georgia

A lot of homeowners assume most buyers in Middle Georgia are civilians. Over the last two years, more than half of the home loans that were applied for were actually VA. The federal home mortgage disclosure database confirms that around 53% of the loans originated for sales in the Middle Georgia area in 2024 and 2025 were VA loans. Last year in Houston County alone, home sales averaged right around 2,100 to 2,200 homes, which puts VA-related sales at about 1,100. That's a little over one out of every two buyers.

It also explains why prices here stay where they are. More than half of the houses being bought are bought with VA loans, and what a VA loan qualifies for comes from the military's base allowance for housing. I wrote about how BAH works as a VA loan superpower in Warner Robins if you want the buyer's side of that.

How Many Fewer VA Buyers Are We Talking About?

This is not going to be a one-and-done transition overnight. It's a gradual change over the next couple of years, up until 2030. Here's my math on what each year's cut means for VA buyers in the Middle Georgia area.

Year

PCS cut

Fewer VA buyers in Middle Georgia

2027

10%

About 113

2028

30%

About 340

2029

40%

About 454

2030

50%

About 567

I know that can sound alarming. Before you go into a full-blown panic, keep in mind that we're in a slow market right now, so by all rights the market should pick up as time goes on for other reasons, and that will help make up for some of the missing VA buyers. But just like everybody else, my crystal ball is fogged up. I guarantee it's going to go up, down, or sideways.

If You're Selling a House in Middle Georgia

Will PCS cuts make it harder to sell a house in the Warner Robins area? Yes, it will. Fewer military families relocating here means fewer buyers, and the buyers who do come have more houses to pick from. That means sellers are in more competition. If you're going to sell in the next couple of years, you have to put your best foot forward. You need the house in its best condition and the best product available compared to the other houses for sale. Start with my guide to which home repairs are worth it before you sell.

This is going to slow down home sales a little. It's not a jump off a cliff, but it is a closing window. If you're thinking about selling in the next year or so, consider moving your timeline up before the cuts start to take effect.

If You're a Military Family PCSing to Robins AFB

Is Now a Good Time to Buy?

Yes. If the number of PCS moves gets cut back, you have less competition for the next house you want when you get to Robins Air Force Base. That gives you a little more leverage to negotiate seller concessions, get the seller to pay the agent's fee, and possibly get a better price on the house. If you're planning a military relocation to Robins AFB, that's worth knowing before you start looking.

Will I Have Enough Equity When I PCS Out?

That answer is a definite depends. Robins Air Force Base is the biggest industrial employer in Georgia, and almost 60% of the staff at the base is civilian, so the military doesn't have quite as much impact on the surrounding area as it does around some other bases. Your first question is how long you plan to stay. As far as I know, there isn't a 10-year cycle in the history of the housing market in the United States where values didn't come back to what they originally were or go past it. The 2008 housing bust knocked values down almost 30 to 40% depending on where you were. By 2018, ten years later, all the houses in Middle Georgia were worth as much as they were before or more. Homeowners who held on to their houses didn't lose money.

Buy at or Below the Median Price

Find out what the current median price is. When I recorded my video in September 2026, median prices across Warner Robins, Kathleen, and Bonaire were averaging between $280,000 and $300,000. If you want to buy a house here, your best bet is to stay at the median or, preferably, under it, maybe around $250,000 to $275,000. The median is where the highest number of houses are being sold. Stay in that range and you have an affordable house that will rent well, and if you decide to sell you're at the price point where the biggest pool of buyers is. That gives you the best chance of selling without coming out of pocket.

Think About Keeping It as a Rental

At least 25% of military homeowners keep their house as a rental when they PCS. I know plenty of majors and colonels who PCS'd out and kept their house as a rental, and by the time they retired they had a whole portfolio that was outperforming their pension. The rental market here has always been pretty strong, and prices reflect the BAH that military families are allowed. Since the majority of houses bought here are bought with VA loans, if you can afford the payment, the next person coming in can afford it as a rental too.

If You're a Real Estate Investor With Rentals

A lot of investors in Middle Georgia have rentals that depend on military families PCSing in. So how does this affect the rental market? It may actually improve it. Even though fewer people will be PCSing to the area, even fewer of them are going to want to buy because of concerns about a slower market. A percentage of the people who PCS here rent anyway, and more of them may decide to rent, which helps the rental market.

Now, if the housing market repeats the last two years and stays this slow, which I don't really think it will, competition gets steeper and prices may go down a little. If that happens, it's a great opportunity for investors to pick up more houses at a better price for the portfolio. Just like I told the military buyers, if you stay below the median price you have a much better chance of renting the house for more than the mortgage payment, and a bigger pool of buyers if you decide to sell.

Sell Now, Sell Later, or Turn It Into a Rental

If you own a home anywhere in Middle Georgia, including Warner Robins, Bonaire, Kathleen, and Perry, this 10%, 30%, 40%, and 50% over the next few years is going to slow down housing sales a little. If you have questions and want to learn more, reach out to me. I can give you all the details, and we'll come up with a game plan to decide whether you should sell now, sell later, or change it over to a rental.

Frequently Asked Questions About the PCS Cuts and Middle Georgia Home Sales

Will the Pentagon's PCS cuts make it harder to sell my house in Warner Robins?

Yes, it will, but not overnight. Fewer military families relocating here means fewer buyers, and the buyers who do come have more houses to choose from, so sellers face more competition. If you're selling in the next couple of years, put your best foot forward.

How many fewer VA buyers will Middle Georgia have because of the PCS cuts?

Based on my numbers, about 113 fewer in 2027, 340 fewer in 2028, 454 fewer in 2029, and 567 fewer in 2030. That assumes the number of moves falls in line with the 10%, 30%, 40%, and 50% cuts.

What share of Middle Georgia home buyers use VA loans?

Around 53% of the loans originated for sales in the Middle Georgia area in 2024 and 2025 were VA loans, according to the federal home mortgage disclosure database. That's a little over one out of every two buyers.

Is now a good time for a military family to buy a house near Robins AFB?

Yes. If PCS moves get cut back, you have less competition for the next house, which gives you more leverage to negotiate seller concessions, seller-paid agent fees, and maybe a better price.

What price should I buy at if I might have to sell when I PCS?

Stay at or under the median price, which was between $280,000 and $300,000 across Warner Robins, Kathleen, and Bonaire when I recorded my video. I like $250,000 to $275,000 because that's where the most houses sell, so you have the biggest pool of buyers when it's time to sell.

Could the PCS cuts actually help rental investors in Middle Georgia?

They might. Fewer people may want to buy in a slower market, so more people could decide to rent, and prices may come down a bit, which lets investors pick up rentals at a better price. Stay below the median price and you have a better chance of renting for more than the mortgage payment.
